ROBERT ELLIOTT JEFFREY.
In every life of honor and usefulness there is no dearth of interesting situations and incidents; yet in summing
up a career like that of Robert Elliott Jeffrey one need only touch upon the more salient facts, giving the keynote
of his character. Mr. Jeffrey was born in Los Angeles, California, on the 9th of December, 1889, and is a son off
John William and Jennie (Garrison) Jeffrey, the latter a native of the state of New York. John W. Jeffrey came
to California from Illinois in 1885 and for many years was closely identified with newspaper work, for a long time
conducting the agricultural section of the Los Angeles Times. He served as state commissioner of horticulture from
1907 to 1911 and later was connected with the state viticultural work. He was considered an authority on these
subjects and wrote extensively on them. He is now retired from active labor and is living in Sacramento.
Robert E. Jeffrey attended the public and high schools of Los Angeles, and after graduating from the latter he
entered the service of the state. He served successively in the state horticultural commissioner's office and in
the quarantine inspection of fruits and plants and was in the motor vehicle department when it was organized in
1913, and he then went in turn to the state highway commission, the state comptroller's office and the state board
of control, while in 1921 he came to the Napa State Hospital as secretary to the medical superintendent. This office
looks after the finances of the hospital and is a most important department of the administration. Mr. Jeffrey's
extensive experience in the various public offices have given him a. rare opportunity to gain a clear idea of departmental
work and management of details, and he is proving an invaluable man for the position which he occupies.
Mr. Jeffrey was married to Miss Mimi Holmes, who was born and reared in the state of Illinois, and they are the
parents of three children, Robert Elliott, Jr., Kermit and Betty Jane. Politically Mr. Jeffrey gives his allegiance
to the republican party and takes a keen interest in public affairs, supporting all measures calculated to promote
the public welfare in any way. He is an active and energetic man, and he has three hobbies, oil paintings, amateur
photography and radio, in all of which he is deeply interested. Mr. Jeffrey is courteous, accommodating and friendly
in his social relations, and he has a large circle of warm and loyal friends, among whom he is held in the highest
