Van Allen, Willard B., was born in Wilna, June 27, 1862, the eldest of ten children born to Warren and Lucia Van Allen. His young life was spent on his father's farm and his elementary education was acquired in the common schools and at Ives Seminary. He read law in the office of A. E. Kilby of Carthage, and attended the Albany Law School, from which he was graduated and admitted to practice in May, 1887. He began his professional life in Lewis county, but in 1888 removed to Carthage where he now lives and where he is in active and successful practice. He is a firm Republican and has been elected village president and also a member of the Board of Education. June 27, 1887, he married Mary E., daughter of William and Mary Burriside.
