McKinstry, Willard D., editor of the Watertown Daily Times, was born at Fredonia,
Chautauqua county, N. Y., October 1, 1850. His education was obtained in the public schools, the Fredonia Academy
arid the State Normal. He learned the printing business in the office of the Fredonia Censor, of which newspaper
his father was publisher. In 1872 he purchased the Dunkirk Journal, remaining there until 1884, and removed to
Watertown in 1886. He was at first employed as news editor on the Times, then assistant editor and at the death
of Mr. Brockway became its editor, and has filled that position until this time. He was appointed as the Republican
member of the State Civil Service Commission by Governor Flower and served one year under Governor Morton's administration.
