Franklin County, NY Biographies

Walter H. Winchester, born in Malone March 20, 1844, served in the Union army during the civil war, and after his return completed his course at Franklin Academy, and was graduated at Amherst College. He then became principal of Fort Covington Academy, and studied law while he was teaching. After practicing at Fort Covington for a few years with only indifferent auccess, he removed to North Dakota in 1885, and, open, hail-fellow-well-met, and without a single vicious habit, found the West a field wherein he was at home and bound to make his mark. He was elected district superintendent of schools almost at once, and soon afterward district judge for a district comprising ten counties, continuing by successive reelections to hold the latter office until his death. He died at Bismarck March 6, 1913.
