F. L. COTTER, Treasurer Hamilton's deputy, is a native of Minnesota, born in St. Paul in 1856; graduated at
St. John's College, in the northern part of Minnesota, in 1875; then went to Europe and entering the University
of Loutain, Belgium; pursued his studies there five years, returning in 1880 to his native state. The same spring
he was appointed to the desk in the treasurer's office, which he now holds. Both treasurer and deputy are as yet
in the ranks of bachelordom.
